Leading the Revival of Lifeguarding Across the Country

The Youngstown Lifeguard Academy was founded on February 2, 2019, to address the need for lifeguards in Youngstown, Ohio, at its last remaining pool, the historic Northside Pool. The team recognized an opportunity to encourage the training of under-resourced youth as lifeguards that could reach beyond Youngstown and the Mahoning Valley by acting in partnership with former Youngstown Parks and Recreation Director Dawn Turnage. Together, they solved the local need for lifeguards, created an opportunity to place young people on a career path that will prepare them to become first responders or park and recreation professionals, and established an economic road map that will allow these young people to complete their college or vocational training by having the opportunity to work long-term for a local park and recreation agency while attending college or vocational training after high school.

Leveraging Data to Inform the Design of Equitable Places

Historically, disenfranchised communities have been left out of parks planning, severely limiting their access to open space. The advancement of GIS data and tracking technology has paved the way to understand the intersection between human behavior and design. The Park Network Analysis Model maximizes this data by performing a nuanced gap analysis to understand a person’s preferred route to and from a park and their experience in between. The speaker will discuss the tool’s development and its value in comparing existing conditions with social behavior to inform equitable decision making. The session will explore applications of the tool to identify improvements, such as roadways, streetscapes and lighting, that increase pedestrian safety, and the potential of locating new parks based on demand. The speaker will emphasize analysis’ importance in better understanding underrepresented neighborhoods more deeply and advocating for improvements that promote accessibility and equitability.

Maintaining Public Spaces with Contractors

Learn how the City of Fort Worth, Texas, improved contracted public space grounds maintenance during a three-year period. During this time, contractor retention increased, citizen complaints declined and contractors transitioned from paper work orders and maps to electronic work orders via a mobile app. A variety of strategies were utilized to help transition an unthriving program to a successful one, all while experiencing the pandemic, changing weather patterns, budget shortages, and staffing and technology challenges. Some strategies used to shepherd public space maintenance from “ugly to good” include creating a designated team of staff, holding public vendor training sessions, using flexible contracts, employing vendors new to government contracts, and utilizing data, GIS, contractor training and surveys. Future challenges and opportunities include intense development, increased population and/or litter, additional contracted services required, and establishing riparian buffers and green infrastructure.

Marketing to the 55+ Population

The 55+ population continues to be one of the most overlooked, undervalued markets, and attracting them to your park and recreation fitness facilities is no exception. Social media presence, interactive blogs and digital communities are great to reach the Gen-Xers and millennials, but baby boomers — the 55+ demographic who often have more time and money and frequently have primary or underlying health issues — need to be engaged in ways that they are organic to their tastes, relevant to their preferences and cognizant of their age-specific fitness and wellness needs and goals.
